Larry McCallon, Mayor of the City of Highland, has been elected as the new Chairman of the Mobile Source Air Pollution Reduction Review Committee (MSRC). Larry has been a member of the MSRC since 2013 representing the San Bernardino County Transportation Authority (formerly SANBAG), and served for four terms as Vice-Chair. Larry has been on the Highland City Council since 2002, and represents San Bernardino County on the Governing Board of the South Coast Air Quality Management District. He is a Past President of the Southern California Association of Governments where he represented Highland and San Bernardino on its Regional Council from 2005-2017.
Before serving in local government, Larry was in the United States Air Force for 21 years and was awarded the Bronze Star medal during the Vietnam War. He is a retired local businessman with 18 years' experience as President and CEO of McFAM Corporation dba McCLEANERS. Prior to retirement, he also directed multi-million dollar development, production, and maintenance programs at the Northrop Grumman Corporation for the navigation systems (star trackers) on the B-2 Stealth Bomber, the SR-71 Blackbird, and the U-2 aircraft. He received the Highland Area Chamber of Commerce's Presidents Award in 1998, Business of the Year Award in 1999, and Member of the Year Award in 2000. He also received the 1999 Small Business Recognition Award from the San Bernardino County Board of Supervisors.
Greg Winterbottom was elected to serve as Vice Chair for the upcoming year. Greg has been an MSRC member since 1994, representing the Orange County Transportation Authority (OCTA). Greg brings to the MSRC and the OCTA Board of Directors a career of more than 35 years of involvement in transportation issues. As a member of the OCTA Board, Greg served as Chairman in 2004 and in 2013. He currently serves on the OCTA's Transit Committee and represents the OCTA on the Southern California Regional Rail Authority (SCRRA). Greg is the longest-serving current member of the MSRC.
